Simply pasting the code below in the exact spot where you want to show the comments.

Currently the code is not official, so there is neither support nor documentation or whatever, it's your choice to implement it or not:

The code "{lang: 'en'}" is default but wishing you can choose any language
Replace instead of "[URL]" the address of the web page where you go to enter the comment box. Instead of "642" enter the width of the box (adapting it to the size of your site-blog).

Google Plus Comments in Wordpress

If you use WordPress and you want to insert the code manually, use this (instead of the one above):

As you can see, the URL is automatically generated for each page thanks to the "get_permalink ();".
 
If you do not want to hack the code and always use WP, there is the WordPress plugin Google Plus Comments, simple and functional.

The procedure to insert the code in a drupal site is the same as above: open the page.tpl and paste the code where you want it.
